India to rerun election at 11 places in Manipur after violence

India election, Polling in India, Manipur violence

India, staging the world’s biggest election, will rerun voting at 11 polling stations in the northeastern state of Manipur on Monday after reports of violence and damage to voting machines in the state torn by months of ethnic clashes.

The election authorities declared the voting void at the 11 locations and ordered the fresh poll, the chief electoral officer of Manipur said in a statement late on Saturday.

Friday marked the start of voting by nearly one billion people in the world’s most-populous country, in an election running through June 1. Prime Minister Narendra Modi is forecast to win a rare third term on the back of issues such as growth, welfare and Hindu nationalism.

The main opposition Congress party had demanded a rerun at 47 Manipur polling stations, alleging that booths were captured and elections were rigged.

There were scattered incidents of violence on Friday in the state, including clashes among armed groups and attempts to take over polling stations under heavy security. Voters turned out in large numbers, despite the threat of clashes that have killed at least 220 people in the past year.

Manipur has been roiled by fighting between the majority Meitei and tribal Kuki-Zo people since May. It remains divided between a valley controlled by Meiteis and Kuki-dominated hills, separated by a stretch of no-man’s land monitored by federal paramilitary forces.

UN pushes justice for Sri Lanka’s Easter attack victims

Sri Lanka Easter attack, justice for victims, UN

COLOMBO: The United Nations on Sunday urged Sri Lanka to bridge its “accountability deficit” and ensure justice as the country commemorated the 279 victims of its worst-ever attack against civilians five years ago.

The UN’s top envoy to the country, Marc-Andre Franche, told a remembrance service in Colombo that there should be a “thorough and transparent investigation” to uncover those behind the Easter carnage in 2019.

Islamist bombers hit three churches and three hotels in the island’s deadliest suicide attack aimed at civilians, but grieving families say they are still waiting for justice.

Among the dead were 45 foreigners, including tourists visiting the island a decade after the end of a brutal ethnic conflict that had claimed more than 100,000 lives since 1972.

“Sri Lanka suffers from a continuing accountability deficit, be it for alleged war crimes, more recent human rights violations, corruption or abuse of power, which must be addressed if the country is to move forward,” Franche said.

He noted that victims were still seeking justice despite the country’s Supreme Court holding former president Maithripala Sirisena and his top officials responsible for failing to prevent the attack.

“Delivering justice for victims of these attacks should be part of addressing the systemic challenge,” Franche said.

He said the UN Human Rights office has also called on Colombo to publish the complete findings of previous inquiries into the Easter Sunday bombings and to establish an independent investigation.

Sri Lanka’s Catholic church has alleged that military intelligence officers were involved with the Islamists who carried out the attack that helped the political ambitions of Gotabaya Rajapaksa, a retired army officer campaigning on security. Seven months later he won the presidency.

The leader of the Catholic church in Sri Lanka, Cardinal Malcolm Ranjith, said Rajapaksa since his victory had systematically protected those behind the bombings.

Rajapaksa was forced out of power in July 2022 following months of protests over an unprecedented economic crisis that caused shortages of food, fuel and medicines.

Sri Lanka’s Catholics were scheduled to stage a silent protest later Sunday to demand a swift investigation into the attacks.

Evidence tendered during a civil case brought soon after the attacks showed that Indian intelligence officials warned Colombo of the bombings some 17 days earlier, but the authorities failed to act.

Then-president Sirisena and his officials ordered to pay 310 million rupees ($1 million) in compensation to victims and relatives.

But the ruling has yet to be fully implemented as Sirisena has appealed and a fresh hearing is scheduled for July.

US Senate votes to reauthorize surveillance program

US surveillance program, Senate vote reauthorize

WASHINGTON: The U.S. Senate voted late on Friday night to approve the reauthorization of a controversial surveillance program, narrowly missing the midnight expiration of the program, and the White House said President Joe Biden would swiftly sign it.

The reauthorization secures what supporters call a key element of U.S. foreign intelligence gathering.

“Democrats and Republicans came together and did the right thing for our country safety,” Senate Majority Leader Chuck Schumer said.

White House national security adviser Jake Sullivan said the legislation was one of the United States’ most vital intelligence collection tools, and Biden would sign it quickly.

Section 702 of the Foreign Intelligence Surveillance Act, or FISA, is one of a suite of authorizations passed after the Sept. 11, 2001, attacks that allow American spy agencies to surveil foreigners abroad using data drawn from U.S. digital infrastructure such as internet service providers. The information is used to track enemy spies, rogue hackers and extremist militants.

FISA has attracted criticism from both Republican and Democratic lawmakers, who argue it violates Americans’ constitutional right to privacy. The bill was blocked three times in the past five months by House Republicans bucking their party, before passing last week by a 273-147 vote when its duration was shortened from five years to two years.

The White House, intelligence chiefs and top lawmakers on the House Intelligence Committee have said not reauthorizing the program could have potentially catastrophic effects.

The legislation now proceeds to the Democratic Majority Senate, which passed a similar measure two months ago and is expected to pass this bill next week.

Although the right to privacy is enshrined in the U.S. Constitution, foreign nationals’ data gathered by the program often includes communications with Americans, and can be mined by domestic law enforcement bodies such as the FBI without a warrant.

That has alarmed both hardline Republicans and far-left Democrats. Recent revelations that the FBI used this power to hunt for information about Black Lives Matter protesters, congressional campaign donors and U.S. lawmakers have raised further doubts about the program’s integrity.

Pakistan makes formal request for fresh IMF package

Pakistan makes formal request for fresh IMF package

Pakistan has made a formal request to International Monetary Fund (IMF) for seeking the next bailout package in the range of USD 6 to USD 8 billion under the Extended Fund Facility (EFF), Athe RY News reported on Saturday quoting sources.

According to sources, Pakistan has submitted two applications seeking assistance from the International Monetary Fund (IMF) under two heads – extended fund facility (EFF) and additional climate financing.

The international lender has reportedly approved Pakistan’s request for to USD 8 billion loan under Extended Fund Facility (EFF).

Islamabad is currently awaiting the release of $1.1 billion under the stand-by arrangement (SBA) which was inked during the last days of the PDM-led coalition government and remained effective from July 1, 2023 to March 31, 2024.

Pakistan hopes to agree the contours of a new International Monetary Fund loan in May, Finance Minister Muhammad Aurangzeb told Reuters, and has kicked off talks with ratings agencies to lay the groundwork for a return to international debt markets.

“We expect the IMF mission to be in Islamabad around the middle of May – and that is when some of these contours will start developing,” said Aurangzeb, who met with the Fund’s Managing Director Kristalina Georgieva on Wednesday during the International Monetary Fund and World Bank Spring Meetings.

He declined to outline what size programme the government hoped to secure, though Pakistan is expected to seek, opens new tab at least $6 billion. Aurangzeb added that once the IMF loan was agreed, Pakistan would also request additional financing from the Fund under the Resilience and Sustainability Trust.

The debt situation also looked more benign, Aurangzeb said.

“The bulk of our bilateral debt – including our China debt – is being rolled over, so in that sense I think we are in good shape and I don’t see a big issue during this fiscal year nor next fiscal year, cause we need to repay roughly $25 billion dollars every fiscal year.”

Pakistan also hopes to come back to international capital markets, possibly with a green bond. However, there was some more work to be done before that happens, said Aurangzeb.

“We have to come back into a certain ratings environment,” he said, having kicked off talks with ratings agencies, adding the government was hoping to get an improvement in its sovereign rating in the next fiscal year.

It is pertinent to mention here that the struggling South Asian nation had managed to accumulate foreign exchange reserves in recent months and was on track for its war chest to hit $10 billion – or roughly two months import cover – by end-June.

India begins voting in gigantic election as Modi seeks historic third term

India begins voting in gigantic election as Modi seeks historic third term

India began voting on Friday in the world’s largest election as Prime Minister Narendra Modi seeks a historic third term in office on the back of growth, welfare, his personal popularity and Hindu nationalism.

The vote pits Modi’s Bharatiya Janata Party (BJP) against an alliance of two dozen opposition parties which is challenging him with promises of increased affirmative action, more handouts and what they say is the need to save democratic institutions from Modi’s dictatorial rule.

The gigantic exercise involving almost one billion voters will be spread over seven phases across the world’s most populous country at the peak of summer. It ends on June 1 and votes will be counted, opens new tab on June 4.

On Friday, in the largest of the seven phases, 166 million voters in 102 constituencies across 21 states and territories will vote, including in Tamil Nadu in the south, Arunachal Pradesh on the Himalayan frontier with China, and the most populous Uttar Pradesh in the north.

Voters began lining up outside polling stations much before they opened at 7:00 a.m. amid tight security, including senior citizens who needed help to reach the booths.

“Modi will come back to power, because apart from the religious push, his other work, including on safety and security is good,” said Abdul Sattar, 32, a Muslim voter in Uttar Pradesh’s Kairana, about 100 km (60 miles) from Delhi.

Mohammed Shabbir, a 60-year-old driver and father of eight, said unemployment was the main issue for him as none of his children have regular jobs.

Hindu nationalism is not an issue in this election, “because even the Hindus are affected by a lack of jobs”, he said.

Surveys suggest BJP will easily win a majority even though voters have serious concerns about unemployment, inflation and rural distress in the world’s fastest growing major economy, with the spotlight being on whether BJP can improve on its 2019 victory and by how much.

“In the next five years, we will take our nation into the top three economies of the world, launch a final and decisive assault against poverty, open up newer avenues of growth … unveil the next generation of reforms, and take a number of pro-people decisions and actions,” Modi wrote in the BJP’s election manifesto.

The manifesto and the theme of the BJP campaign is titled “Modi Ki Guarantee” or Modi’s guarantee to fulfill promises made to voters, underlining the unusual leader-centric, presidential-style pitch in a parliamentary system.

“I urge all those voting … to exercise their franchise in record numbers,” Modi posted on X, minutes before polling began.

“I particularly call upon the young and first time voters to vote in large numbers. After all, every vote counts and every voice matters,” he said.

OPPOSITION WEAK, FRAGMENTED

If he wins, Modi will be only the second Indian prime minister to be elected three times in a row, after post-independence leader Jawaharlal Nehru.

Modi says that his first two terms were appetisers and the main course will be served in the third term. BJP hoardings across towns and cities highlight a range of achievements in his two terms, including India’s historic landing on the moon’s south pole and fighting corruption to woo voters.

Hindu nationalism is a key theme. Modi’s government and BJP are accused by critics of discriminating against or targeting India’s 200 million minority Muslims to please their hardline Hindu base – charges both deny. Sporadic violence between Hindus and Muslims continues to break out.

The opposition INDIA alliance says the election is an ideological battle being fought to stop the BJP from ending the constitutional and democratic system.

Rahul Gandhi, leader of the main opposition Congress party, said the BJP always seeks to divert attention from major issues such as unemployment and price rise.

“Sometimes the PM goes underwater in the ocean and sometimes he is on a seaplane but does not talk about issues,” Gandhi said, referring to Modi’s widely publicised engagements in recent months.

While the alliance has struggled to forge unity and field common candidates against the BJP, it has accused the government of denying it a level playing field by arresting opposition leaders in corruption cases and making huge tax demands ahead of the vote – charges the government denies.

Chandrachur Singh, who teaches politics at Delhi’s Hindu College, said the BJP has a clear edge but also faces real challenges.

“It’s not an election where there are no issues,” he said. “There are issues which could have led to anti-incumbency. But that is something which is not being channelised or harnessed by a fragmented, divided, weak opposition.”

“That is what is causing some kind of disillusionment among voters and allowing BJP to surge ahead.”

Telegram to hit 1 bln users within year: Founder

Telegram, messaging app, 1 bln Telegram users,

Telegram messaging app, one of the most popular social media platforms in Ukraine and Russia, will likely cross 1 billion active monthly users within a year, its founder said in remarks published on Tuesday.

In a rare interview, Pavel Durov told U.S. journalist Tucker Carlson that the Dubai-based free cloud-based app that allows users to send and receive messages, calls and other files, is spreading like a “forest fire”.

“We’ll probably cross 1 billion monthly active users within a year now,” Durov, who fully owns Telegram, told Tucker, according to the video interview posted on Tucker’s account on the X social media platform.

The goal of the app, which has now 900 million active users, is to remain a “neutral platform” and not a “player in geopolitics,” Durov said. The Russia-born entrepreneur said he had fled Russia in 2014 citing government interference in a company he founded.

One of Telegram’s main rivals, Meta Platforms’ (META.O), opens new tab WhatsApp, has more than 2 billion monthly active users. The Financial Times reported in March that Telegram would likely aim for a U.S. listing once the company had reached profitability.

After Russia launched its full-scale invasion of Ukraine in 2022, Telegram has become an instrumental tool for both governments and a go-to place for posting and accessing unfiltered information about the war.

Almost all major media, government entities and public figures in both Russia and Ukraine operate content channels on Telegram.

Ukraine’s President Volodymyr Zelenskiy posts his daily video addresses on the app, while his armed forces warn of air raids and document battlefield developments. The Kremlin announces President Vladimir Putin’s activities on Telegram, while Russia’s opposition rallies for support.

But the app, critics said, has also become a tool of misinformation and manipulation. A bill submitted to the Ukrainian parliament in March looks at stricter regulation of Telegram and other social networks.

The Kremlin told Durov to be more attentive after the messaging application was allegedly used to help recruit the gunmen who attacked a concert hall outside Moscow in March.
