PAK-IMF agreement: Govt expected to raise petroleum levy

The government of Pakistan is likely to impose additional burden on citizens by raising petroleum levy to fulfill International Monetary Fund (IMF) terms, ARY News reported on Friday, Citing sources.

According to the sources, the federal government is expected to increase the petroleum levy after which the initial electricity tariff will likely to raise Rs 3 to Rs 5 per unit, adding that the gas will also become more expensive for the citizens of Pakistan.

The government sources maintained that the federal cabinet will take the decision regarding the increase in electricity tariff. Simultaneously, government sources have also hinted at an anticipated decision to further increase gas prices in the near future.

Furthermore, the sources said that the Oil and Gas Regulatory Authority (OGRA) already sent a proposal to the government to raise gas tariff up to 50 per cent.

The confidential sources have stated that the government possesses the capacity to levy an additional Rs 10 per liter on both petrol and diesel prices. At present, petrol and diesel prices stand at Rs 50 per liter, and if approved, the government could exercise its authority to escalate them to Rs 60 per liter, further impacting the transportation and fuel expenses of the populace.

It is pertinent to mention here, under the coalition government, electricity and gas consumers had already been grappling with a cumulative burden exceeding Rs 1.3 trillion.

Moreover, the electricity consumers, in particular, have been subject to an additional burden exceeding Rs. 1 trillion. Similarly, the gas consumers have been saddled with an extra cost of Rs 310 billion.

Under the present government, electricity prices have risen to an alarming Rs 11.30 per unit. The initial tariff for electricity has also witnessed an increase, reaching Rs 7.91 per unit.

In addition to these escalations, an extra surcharge of Rs 3.39 per unit has been imposed on electricity consumers.

The coalition government has hiked gas prices by 112 percent since taking charge. Such steep increases have raised concerns among consumers and industry stakeholders, who fear the adverse consequences on businesses and the overall cost of living.

A tragic incident was reported from Faisalabad where four individuals from the same family were murdered on the occasion of Eid, ARY News reported on Friday.

According to the details, this incident occurred in the Khurrianwala area of Faisalabad, where adversaries blinded by animosity unleashed a hail of bullets, claiming the lives of a father, daughter, and two others from the same household, while leaving three individuals, including two women, injured.

According to the police, the two brothers, Imran and Aamir along with other family members, were returning home after celebrating Eid with their sister, when the armed assailants, who had already set up an ambush near Karianwala, opened fire on their car.

The gunfire resulted in the instant death of three persons, including Aamir and a 6-year-old child, while four, including two women, were injured.

The injured and the bodies were transported to the hospital, where one more child succumbed to the injuries. the police termed the incident is a sign of personal enmity.

RPO Faisalabad, Abid Khan, taking note of the killings, has ordered the prompt arrest of the culprits and has requested a detailed report on the incident.

President Emmanuel Macron on Thursday urged calm after 150 people were arrested and public buildings were attacked in angry protests over the police killing of a teenager that has incensed France.

Nahel M., 17, was shot in the chest at point-blank range in the Paris suburb of Nanterre on Tuesday in an incident that has reignited debate in France about police tactics long criticised by rights groups.

Cars and bins were torched in parts of Paris and nationwide overnight, and protesters launched fireworks at riot police, who fired flashball projectiles to try to disperse the angry crowds. A tramway was also set alight in a Paris suburb.

“We are sick of being treated like this. This is for Nahel, we are Nahel,” said two young men calling themselves “Avengers” as they wheeled rubbish bins from a nearby estate to add to a burning barricade in the capital.

Branding the overnight clashes “unjustifiable”, Macron told a crisis meeting of ministers that the coming hours and an afternoon march in memory of Nahel in Nanterre should be marked by “contemplation and respect”.

“The last few hours have been marked by scenes of violence against police stations, but also schools and town halls… against institutions and the Republic,” he said.

The violence is a deeply troubling development for Macron who had been looking to move past a half-year of sometimes violent protests that erupted over his controversial pension reform.

The teenager was killed as he pulled away from police who tried to pull him over for traffic infractions.

A video circulating on social media and authenticated by AFP showed two policemen standing by the side of the stationary car, with one pointing a weapon at the driver.

A voice is heard saying: “You are going to get a bullet in the head.”

The police officer then appears to fire as the car abruptly drives off.

Clashes first erupted as the video emerged, contradicting police accounts that the teenager was driving at the officer.

By Wednesday night anger had spread to Toulouse, Dijon and Lyon, as well as several other towns in the Paris region, where around 2,000 riot police had been deployed.

Interior Minister Gerald Darmanin wrote on Twitter as he announced the 150 arrests figure that the violence was “intolerable”.

‘Justice for Nahel’

In the region around the scene of Nahel M.’s killing, masked demonstrators dressed in black launched fireworks and firecrackers at security forces.

A thick column of smoke billowed above the area where AFP journalists saw more than a dozen cars and garbage cans set ablaze and barriers blocking off roads.

The town hall of Mons-en-Baroeul outside the northern city of Lille was set on fire when some fifty hooded individuals stormed the building, the mayor told AFP.

‘Ingredients for an explosion’

France is haunted by the prospect of a repeat of 2005 riots sparked by the death of two boys of African origin during a police chase. Those protests resulted in around 6,000 people arrested.

“There are all the ingredients for another explosion potentially,” one government adviser told AFP on condition of anonymity.

The head of the right-wing Republicans, Eric Ciotti, meanwhile called for a state of emergency, which allows local authorities to create no-go areas, to be declared in all the zones where the riots erupted. A similar measure had been ordered in 2005.

But there has been growing concern over tactics of police, particularly against young men from non-white minorities.

Last year, 13 people were killed after refusing to stop for police traffic checks, with a law change in 2017 that gave officers greater powers to use their weapons now under scrutiny.

“What I see on this video is the execution by police of a 17-year-old kid, in France, in 2023, in broad daylight,” said Greens party leader Marine Tondelier.

But far-right leader Marine Le Pen said the officer was entitled to the “presumption of innocence”.

Darmanin said he had also referred to the judiciary a tweet — now deleted — by a minor police union called France Police and seen as close to the extreme right which celebrated the teen’s death and blamed his parents.

ISLAMABAD: Pakistan on Thursday strongly condemned the despicable act of public burning of the Holy Quran outside a mosque in Sweden on the occasion of Eid-ul-Azha.

“Such willful incitement to discrimination, hatred and violence cannot be justified under the pretext of freedom of expression and protest,” the foreign office said in a statement.

“Under international law, States are duty bound to prohibit any advocacy of religious hatred, leading to incitement of violence,” the FO said in a statement.

The statement further said that the recurrence of such Islamophobic incidents during the last few months in the West calls into serious question the legal framework which permits such hate-driven actions.

“We reiterate that the right to freedom of expression and opinion does not provide a licence to stoke hatred and sabotage inter-faith harmony,” it added.

Pakistan’s concerns about the incident are being conveyed to Sweden, the FO said and once again urged the international community and the national governments to undertake credible and concrete measures to prevent the rising incidents of xenophobia, Islamophobia and anti-Muslim hatred.

Sri Lanka’s central bank unveiled a far-reaching debt restructuring plan on Thursday aimed at restoring stability after an unprecedented economic crisis last year that led to the toppling of then-president Gotabaya Rajapaksa.

The move comes after Colombo cut subsidies, doubled taxes and promised to privatise hundreds of state enterprises under a $2.9 billion IMF bailout agreed in March.

That agreement requires Sri Lanka to reduce its debt servicing by two-thirds in the next four years to balance its books and restore the bankrupt island nation’s finances.

The bank said Thursday it was offering a 30 percent reduction on dollar-denominated bonds, including the international sovereign bonds (ISB) that make up more than a quarter of Sri Lanka’s total foreign debt.

Bilateral lenders were spared but will be asked to extend the maturity of their loans up to 15 years at an annual fixed interest rate of 1.5 percent, with a nine-year moratorium on interest payments.

“That is what we are asking,” said Central Bank Governor Nandalal Weerasinghe, adding that negotiations with bilateral creditors were continuing.

Colombo had expected foreign debt restructuring to be completed by last August but it was held up when China, its largest single creditor, initially refused to take a haircut and instead offered more loans to pay off old debts.

China holds about 52 percent of the South Asian nation’s bilateral credit, with Japan and India the next biggest lenders.

Bruising crisis

Sri Lanka defaulted on its $46 billion foreign debt in April last year after running out of foreign exchange to finance food, fuel and medicine imports.

Months of protests over economic mismanagement led to Rajapaksa’s ouster last July as the nation of 22 million people endured chronic shortages of consumer goods.

Motorists spent days waiting for petrol at gas stations, food was in short supply and hospitals ran out of life-saving medicines.

Inflation peaked at 69.8 percent in September and the economy shrank 7.8 percent last year.

Rajapaksa’s successor, Ranil Wickremesinghe, has doubled taxes and scrapped subsidies in accordance with the IMF deal, and the shortages have since abated.

Wickremesinghe’s government summoned parliament on Saturday to vote on the restructuring proposals, with banks shut for five consecutive days from Thursday.

The exchange of existing bonds and bills for new securities under the proposed debt treatment will start when markets reopen on Tuesday, the central bank said.

ISB holders and Sri Lankan nationals holding dollar bonds can opt for a 30 percent reduction in capital in exchange for getting the rest of their money back in six years at a 4.0 percent interest rate.

‘Signs of improvement’

Dollar-denominated Sri Lanka Development Bonds (SLDB), mostly owned by commercial banks in Sri Lanka, will be treated comparably to foreign creditors, the bank said.

Around $1.48 billion SLDBs are outstanding, according to official data.

If the SLDB holder does not agree to a reduction of the capital, the tenure of the bond will be extended to 15 years with interest payments of 1.5 percent paid after nine years. Those are the same terms offered to bilateral creditors.

The third option is to exchange the dollar bonds for rupee securities, which will mature in 10 years and attract a floating interest rate of 1.0 percentage point above the central bank’s policy rate.

Revised government figures show the government’s direct external debt was $36 billion, of which $13.52 billion is bilateral loans and $12.5 billion is ISBs.

Some $10 billion in multilateral credit is not covered by the debt treatment.

The IMF said this month Sri Lanka’s economy showed “tentative signs of improvement” but warned Colombo still needed to pursue painful reforms.

CHAMAN: Several inmates escaped the prison in Balochistan’s Chaman after overpowering guards when they were allowed out of cells for Fajr prayers in the wee hours of Thursday.

The incident unfolded as the inmates of barrack No. 4 were being led out for prayers. Seizing a moment of opportunity, the prisoners launched a sudden and coordinated attack on the prison guards, overpowering them and taking control of the situation.

Sources within the prison reported that many of the prisoners involved in serious criminal cases, including murder and other heinous crimes, had been housed in barrack No. 4.

The prison authorities revealed that one inmate was killed in the ensuing retaliatory gunfire by the police. Two others sustained injuries during the clash and are currently receiving medical treatment.

Meanwhile, a comprehensive search operation was launched in the vicinity of the prison to apprehend the escaped prisoners.

KARACHI: A gang of more than 12 armed individuals looted 84 sacrificial animals from a farm located near Dhabeji railway station, ARY News reported on Wednesday.

The audacious criminals, who remained in the shed for approximately four hours, executed the heist, leaving the owners and employees shocked and helpless.

Pervez Bari, the owner of the farm, immediately lodged a complaint with the Station House Officer (SHO) of Steel Town, seeking justice and prompt action.

According to Pervez Bari, a total of 65 goats, 17 sheep, one cow, and one calf were being kept on the expansive 100-acre land farm.

In a statement the victim stated that the the unsuspecting employees were present in the shed, carrying out their regular duties. Suddenly, a group of 14 to 15 armed culprits stormed into the premises, brandishing their weapons. The robbers quickly overpowered the employees, tied them up, and took control of the situation.

Without any hesitation, the accused forcefully loaded all the animals present in the shed onto their vehicles and swiftly fled the scene.

During the entire ordeal, the perpetrators maintained contact with someone via phone, suggesting a potential coordination with an external party.

The distressed owner’s plea for intervention and justice has been received by the police, who have initiated an investigation into the incident.

MALAKAND: At least nine members of a family were gunned down in Malakand when unidentified persons entered a house and opened fire, ARY News reported on Wednesday.

According to details, armed men barged into a house in the Bagardara area on the outskirts of Malakand in Khyber Pakhtunkhwa at night and started firing indiscriminately.

As a result, four women, three men and children were killed. A 12-year-old child miraculously remained safe.

According to the assistant commissioner, three people have been arrested over the incident. He claimed that the victim family’s son-in-law was involved in the incident, who killed his own wife among nine people.

The bodies were transferred to Batkhela DHQ Hospital, and after fulfilling legal formalities, handed over to the family.

Another Russian oil shipment reaches Pakistan

Russian oil shipment

KARACHI: An oil tanker carrying the second shipment of Russian crude reached Karachi on Tuesday, ARY News reported.

The vessel, “Clyde Noble”, is carrying 55,000 metric tonnes of crude oil and the process to unload the shipment will start as soon as the birthing plan is finalized.

The vessel is currently docked at the outer lounge which comes in the jurisdiction of the Karachi Port Trust.

It is pertinent to mention here that earlier this month, the first ship carrying Russian oil anchored at Karachi port.

As per details, the ship brought 45,142 metric tons of crude oil to Pakistan. The ship which arrived before the cyclone was anchored at berth OP2.

The ATC judge Abher Gul Khan issued non-bailable arrest warrants for the PTI chief Imran Khan and other party leaders including Mian Aslam Iqbal, Hammad Azhar, Jamshed Iqbal Cheema, Musarrat Jamshed Cheema and Hassan Ullah Niazi.

The arrest warrants were issued for their continuous absence in the hearings of the two arson cases – 23/366 (Model Town police station) and 23/1078 (Naseerabad police station).

Mr Khan appeared before a two-judge bench headed by Justice Ali Baqar Najafi.

It is pertinent to mention here that the PTI chief had been facing over 100 cases under different charges in the country.

Islamabad High Court (IHC) on Monday summoned SSP operations in a personal capacity in former principal secretary Azam Khan missing case, ARY News reported.

Chief Justice IHC, Justice Aamer Farooq took up the plea seeking the recovery of Azam.

At the outset of the hearing, Justice Farooq asked the police officials about the position of the Safe City’s cameras. The car in which Khan was shifted was not spotted in the cameras, the police officials said.

Azam Khan is ‘missing’ from June 15, show some seriousness, the CJ remarked. The additional attorney general said the police are cooperating and investigating to trace Azam is underway.

Later, the hearing of the case was adjourned until July 5 by IHC and SSP operations was summoned in a personal capacity.

It should be noted that the former Prime Minister’s Principal Secretary, Azam, allegedly went missing and his family reported his disappearance, confirming it to the Kohsar police station.

Meanwhile, the police said that investigations into the matter are underway to recovered the abducted former principal secretary.

Aitzaz Ahsan criticized the ruling Pakistan Muslim League-Nawaz (PML-N) government, stating that, the government is not going to hold election on – October 08 – the date given by the coalition government for general election.

He said that the PML-N vice president and chief organizer Maryam Nawaz and Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Fazlur Rehman have undermined the authority of the courts through their speeches and rallies.

“Their answers and speeches in rallies are in themselves contempt of court,” Aitzaz Ahsan said.

The senior lawyer further stated that the Supreme Court should disqualify the politicians found guilty in contempt of court.

ISLAMABAD: Citizens across Pakistan are forced to experience the extremely hot weather due to prolong power outage as the power distribution companies reporting to observe with a shortfall of 6,300 megawatts (MW), ARY News reported on Monday.

Sources within the power sector have revealed that the total demand for electricity stands at a staggering 26,900 megawatts, while the overall electricity generation falls significantly short at 20,600 megawatts.

According to reliable sources from the Power Division, the national grid is currently generating a modest 7,900 megawatts of electricity, while the independent power producers (IPPs) are contributing an additional 7,700 megawatts, making up a substantial portion of the country’s electricity supply.

However, it is worth mentioning here that the electricity generation from nuclear power plants is only reaching 3,130 megawatts, further exacerbating the prevailing crisis.

Government thermal power plants are producing a meager 520 megawatts, failing to meet the soaring energy demand.

Renewable energy sources, although commendable in their efforts, are currently unable to bridge the substantial gap in power supply. Wind power plants are contributing 1,115 megawatts, while solar plants are generating a mere 100 megawatts.

Authoritative sources within the Power Division confirmed that the citizens are experiencing prolonged load shedding for a duration of 6 to 8 hours.

LAHORE: With heatwave-like conditions across the country, the prolonged power cuts have added to the citizens’ misery as the overall energy shortfall has surpassed 6,500 megawatts, ARY News reported on Sunday.

Power Division sources said the total production of electricity in the country was 20,402MW, whereas the demand had hit 27,000MW.

Currently, 8,900MW of electricity was being generated by private sector plants and 6,200MW through hydropower.

Similarly, 3,164MW was being produced by nuclear power plants.

A total of 956MW was being generated by government thermal plants and 1245MW generated by wind projects, say sources.

The Pakistan Meteorological Department (PMD) yesterday predicted pre-monsoon rains with dust thunderstorm in central and upper parts of the country, saying heat wave conditions will subside from June 25.

The Met Office said that moist currents from the Arabian Sea were penetrating the upper and central parts of the country and a westerly wave was likely to enter these areas on June 25 (Sunday).

ISLAMABAD: To meet the demands of the International Monetary Fund (IMF), the government has decided to increase Federal Excise Duty (FED) on sugary drinks including soft drinks, beverages, energy drinks, and juices under the budget 2023-24, ARY News reported on Sunday.

According to sources within finance ministry, the government has decided to increase FED on imported sugary drinks and juices from 10 per cent to 20 per cent.

Similarly, the federal government has also decided to slap 5 percent FED on urea, say sources.

Federal Government Saturday have imposed new taxes worth Rs 215 billion in the budget to meet International Monetary Fund (IMF) conditions.

Addressing the National Assembly, Federal Finance Minister Ishaq Dar said that the petroleum development levy was increased from Rs50 to Rs60 per litre, claiming that the limit of the levy will not cross Rs60.

For the fiscal year starting next month, the federal government will raise a further Rs215 billion in new tax and cut Rs85 billion in spending, as well as several other measures to shrink the fiscal deficit, he said.

He applauded the amendment suggestions given by the coalition parties. He urged the citizens to pay all the pending taxes as the country needed to increase the tax revenue.

According to the official announcement made by the Planning Ministry, the Central Development Working Party (CDWP) cleared 28 development projects worth Rs309.14 billion during its meeting on Saturday under the chairmanship of Federal Minister for Planning Development and Special Initiatives Ahsan Iqbal.

The meeting was attended by the Planning Ministry’s secretary, members of the Planning Commission and representatives from various ministries and divisions.

Punjab CTD arrests nine suspected terrorists

LAHORE: The Counter Terrorism Department (CTD) on Saturday claimed to have arrested nine terrorists during the Intelligence-Based Operation (IBO) in different cities of Punjab, ARY News reported.

The terrorists were arrested during Intelligence-Based Operations (IBOs) carried out in Faisalabad, Gujranwala, Bahawalpur, DG Khan and Multan.

The arrested terrorists are linked with the banned militant outfits Tehreek-e-Taliban Pakistan (TTP) and Al-Qaeda. The terrorists were identified as Zahid, Naimat, Zubair and Abdul Ghafoor.

Explosive materials, equipment, mobile phones and cash were also recovered from the terrorists, the CTD spokesperson said.

Nine cases have been registered against the terrorists while further investigation is being carried out.

However, the fans have been intrigued since to know why Evans’ Captain America did not binge on those treats with his fellows and was seen upset the whole time with one of his hands on his face.

This query has finally been answered.

In a YouTube short video which was recently shared by a channel, the narrator explained that the film was not a part of the schedule and was filmed after the premiere, calling back all the Hollywood stars when they had already started with their next projects. They were made to shoot the scene with their superhero getups at a real restaurant in LA.

“Chris Evans who played Captain America, had a problem with the scene [as] he had grown a beard for his role in Snowpiercer – a sci-fi thriller. He couldn’t shave it off as he was still filming that movie,” the narrator explained in the clip.

The person continued, “He also couldn’t show it on screen because it would ruin the continuity of his character. The solution was to cover his face with a prosthetic jaw that looked like his own.”

“The makeup team did their best to make it look realistic but it was still noticeable and uncomfortable. Evans had to hold his hand over his face to hide it even more. He also couldn’t eat anything because it would mess up the prosthetic. Evans was not happy with the scene,” the video explained further.

Filmmaker James Cameron is struck by the similarity of Titanic disaster and Titan sub

The legendary Hollywood filmmaker and ocean-diving enthusiast, James Cameron pointed out the similarities between the Titanic disaster itself and the tourist Titan submersible which went missing earlier this week on a voyage to the Titanic wreck at the bottom of the North Atlantic Ocean.

In an exclusive conversation with an international news network, ‘Titanic’ filmmaker and submersible designer, James Cameron who has completed 33 dives to the shipwreck himself, confirmed that OceanGate was repeatedly warned about the risk to carry the passengers on the non-certified sub.

“Many people in the [deep-submergence engineering] community were very concerned about this sub, and a number of you know of the top players in the community even wrote letters to the company, saying that what they were doing was too experimental to carry passengers and needed to be certified and so on,” he said.

Given his experience of close to three-dozen dives and the time spent on the Titanic, which is longer than what the captain of the ship stayed, back in the day, the veteran added, “As a submersible designer myself, I designed and built us up to go to the deepest place in the ocean, three times deeper than Titanic. So I understand the engineering problems associated with building this type of vehicle and all the safety protocols that you have to go through. And I think [it] is absolutely critical to really get the take-home message from our effort … [that] deep submergence diving is a mature art.”

“From the early 60s, where there were a few accidents, nobody was killed in the deep submergence until now. [That’s] more time than between Kitty Hawk and the flight of the first 747.”

Cameron continued, “I’m struck by the similarity of the Titanic disaster itself, where the captain was repeatedly warned about ice ahead of his ship and yet he steamed at full speed into an ice field on a moonless night. And many people died as a result and for a very similar tragedy, where warnings went unheeded to take place at the same exact site, with all the diving that’s going on all around the world. I think it’s just astonishing. It’s really quite surreal.”

In the conversation, the filmmaker also remembered one of the passengers killed in the catastrophic implosion, Paul-Henri (PH) Nargeolet, who happened to be a friend. “For him to have died tragically in this way is almost impossible for me to process,” Cameron said.

Meanwhile, all five men on board the missing Titan sub were declared dead after it was found that the craft imploded near the site of the shipwreck, confirmed authorities on Thursday.

OceanGate Expeditions founder and CEO Stockton Rush, British billionaire Hamish Harding, renowned French diver Paul-Henri Nargeolet, Pakistani businessman Shahzada Dawood and his 19-year-old son Suleman were all aboard the tourist submersible.

KARACHI: Central and upper Sindh districts to experience very hot weather spell, the Met Office predicted on Thursday.

Daytime maximum temperatures will increase to 45-47 Celsius in Dadu, Qambar-Shahdadkot, Jacobabad, Larkana, Shikarpur, Kashmore, Ghotki, Sukkur, Khairpur, Naushehro Feroz and Shaheed Benazirabad districts.

Karachi and other coastal areas of Sindh will experience partly cloudy or hot and humid weather with chances of drizzle or light rain during night or early morning, according to the weather report.

Earlier, National Disaster Management Authority had advised people to avoid travelling during an extreme hot weather.

The NDMA in an advisory asked people to keep caution and use more water during scorching summer winds to avoid heat stress.

It asked people to avoid carbonated drinks and cover their heads during the hottest hours of the day.

It is to be mentioned here that scores of areas in Karachi received light rainfall in the wee hours of Thursday morning.

Gulistan-e-Jauhar, Gulshan-e-Iqbal, Malir, SITE area, Nazimabad, Sohrab Goth, Gulzar-e-Hijri, Superhighway, Gulshan-e-Hadeed, Steel Town, Shahrah-e-Faisal, Korangi and other areas received rain or drizzle.

ISLAMABAD: The Election Commission of Pakistan has started printing of postal ballot papers in its preparation for the general election, ARY News reported on Thursday.

The election commission will print 10,26,000 postal ballots for the National Assembly and 4,45,500 postal ballot papers for Punjab Assembly.

The electoral body will print 1,95,000 postal ballots for Sindh Assembly, 1,72,500 ballots for Khyber Pakhtunkhwa Assembly and 76,500 ballot papers for Balochistan Assembly.

It is to be mentioned here that postal ballots will also be printed for the Pakistan Army troops deployed at national borders and for the government officials posted away from their residential areas.

The federal government has allocated Rs 42.4 billion for general elections in budget for fiscal year 2023-24.

The government has allocated Rs 15 billion for the security of general elections and Rs 5.6 billion for project management units and voting.

In budget 2023-24, Rs 4.8 billion and Rs 270 million have been allocated for publishing ballet papers and voter lists whereas Rs 1.7 billion will be spent on the training wing and Rs 500 million on media coordination.

The funds allocated for the preparation of the election are Rs 1.2 billion. The government has allocated Rs 9.6 billion for election in Punjab, Rs 3.6 billion for Sindh, Rs 3.9 billion for Khyber Pakhtunkhwa, and Rs 1.1 billion for Balochistan.

The ECP had asked for an allocation of Rs 54 billion for general elections, but the government allocated Rs 47 billion.

The Federal Investigation Agency (FIA) has obtained DNA samples from the families of 126 missing victims of the Greece boat tragedy, it emerged Thursday.

Samples were submitted by the relatives of 52 victims in FIA Gujarat Circle and 46 affected families in Gujranwala Circle.

Meanwhile, blood samples were also obtained from the relatives of 28 people of Kotli Azad Kashmir. Deputy Commissioner Chaudhry Haq Nawaz said that total 30 persons of the Kotli, were on board of the ill-fated boat and only two survived after the incident.

The DC said 24 of the missing people belonged to the Khuiratta Sub-division, three to Charhoi Sub-division and one to Sehensa Sub-division.

Seven of the 12 human traffickers, nominated in the first information report (FIR), including Muhammad Mehtab, Asif Khan, Manazer Hussain, Zaffar Mahmood, Assad Mahmood, Sohail Iqbal and Fareed Khan of the Kotli district had been arrested, while another trafficker Sajid, resident of Gujrat, was already in the custody of Federal Investigation Agency (FIA), he added.

Last week, an Italy-bound fishing trawler reportedly carrying at least 800 people — including hundreds of Pakistanis — capsized off Greece. Only 104 people are known to have survived and the chance of finding more survivors was seen as virtually nil.

Interior Minister Rana Sanaullah has assured that the government would take strict action against Greece boat tragedy and an investigation report would be submitted within a week by duly fixing responsibility on those involved in negligence.

In response to the Greek ship accident, a committee had been constituted under strict directives of Prime Minister Shahbaz Sharif commenced its investigation, he said while talking to a private news channel.

“The investigation committee will present its report in a week and further action will be taken by the federal government”, Rana Sanaullah added.

He said the committee will ascertain facts of the Greece boat tragedy besides identifying loopholes and lapses in the legal mechanism in Pakistan that exposed precious human lives to the vagaries of human trafficking in this particular case and similar incidents in the past.

The prime minister Shehbaz Sharif will address the summit as leading stakeholder of G-77 and head of one of the largest developing countries most affected by climate change.

ISLAMABAD: The Islamabad High Court (IHC) on Wednesday heard plea against the Public Accounts Committee’s (PAC) summon to former NAB chairman Javed Iqbal, ARY News reported.

The PAC had last year recommended removal of retired justice Javed Iqbal as the chairman of the Commission of Inquiry on Enforced Disappearances.

Attorney General Mansoor Usman Awan appeared before the high court and sought time to settle the issue. “I will talk to the Speaker National Assembly and Chairman PAC. The Public Accounts Committee may withdraw its notices,” AG told the court.

The bench accepted the Attorney General’s request and adjourned further hearing of the case until July 17.

In November last year, the high court had extended its stay order against recommendation of the Parliament’s Public Accounts Committee for removal of Justice (retd), Javed Iqbal, as Chairman Commission of Inquiry on Enforced Disappearance.

The court heard the petition of Javed Iqbal against the PAC recommendation in Tayyaba Gul harassment case.

BEIJING: Chinese tech giant Alibaba said Tuesday it will replace its top boss in a surprise move at the e-commerce titan as it looks to recover from years of slow growth caused weak consumer spending and a crackdown by authorities.

The move comes as the market leader prepares to undergo a fundamental reorganisation of its sprawling business operations, which span cloud computing, e-commerce, logistics, media and entertainment, and artificial intelligence.

Tuesday’s announcement will see chairman and CEO Daniel Zhang replaced by Joseph Tsai as chairman and Eddie Wu as CEO, the company said. Both appointments will take effect on September 10.

Zhang said in a statement it was “the right time” for him to step down as the firm looks to implement a full spin-off of its advanced cloud computing unit.

Following the executive transition, Zhang will continue to serve as chairman and CEO of Alibaba Cloud Intelligence Group, the company said.

Incoming top boss Tsai said in a statement that Zhang had “demonstrated extraordinary leadership in navigating unprecedented uncertainties affecting our business over the past few years”.

The firm has faced various new headwinds in recent years as Beijing imposed tighter restrictions on the domestic tech sector, while weak consumer spending saw it record its third consecutive quarter of single-digit revenue growth earlier this year.

In a shock announcement, Alibaba said in late March that it would split into six business groups — one of the most significant overhauls of a leading Chinese tech firm to date.

Zhang said at the time that the restructuring would give the individual business units the ability to pursue independent financing and public listing plans.

Under the new arrangement, each unit will be managed by its own CEO and board of directors.

The company has said it aims to achieve a “more nimble” structure in order to maintain competitiveness in the face of new regulatory challenges and mounting pressures on the global economy.

Alibaba was founded in 1999 by Jack Ma, who has kept a low profile since late 2020, when a speech he made attacking Chinese regulators was followed by Beijing pulling the plug on a planned IPO by Alibaba affiliate Ant Group.

A record fine of $2.75 billion was later imposed on the tech giant for alleged unfair business practices.

In January, Ant Group said Jack Ma no longer held controlling rights in the company — a move analysts speculated might have helped pull Ant and Alibaba out of the regulatory doghouse.

IMF Board meetings schedule set without Pakistan

ISLAMABAD: The International Monetary Fund (IMF) Executive Board has issued meetings scheduled till June 29 without Pakistan as the ninth review under the Extended Fund Facility (EFF) programme still remains pending, ARY News reported, citing sources.

Pakistan has barely enough currency reserves to cover one month’s imports. It had hoped to have $1.1 billion of the funds released in November – but the IMF has insisted on a number of conditions before it makes any more disbursements.

Sources privy to the development said the IMF had to meet for the release of $1.1 billion tranche under the 9th review of the EFF programme which is expiring on June 30.

Pakistani authorities are optimistic that the fund will complete the ninth review before the deadline and the meeting for the release of the tranche to Pakistan can be summoned at any time.

It may be noted that Prime Minister Shehbaz Sharif in his telephonic conversation with the IMF chief requested for the early completion of the 9th review for the release of the loan.

Last week, the International Monetary Fund (IMF) expressed dissatisfaction with Pakistan’s recently presented budget.

Policy talks are underway with Pakistan. However, the draft FY24 Budget ‘misses’ an opportunity to broaden the tax base in a more progressive way, Esther Perez Ruiz, the International Monetary Fund’s resident representative for Pakistan said.

Esther Perez Ruiz further added that the long list of new tax expenditures further reduces the fairness of the tax system and undercuts the resources needed for vulnerable recipients in the Benazir Income Support Programme.

BAKHAR: Two persons were critically injured during firing in the Bakhar courtroom on Monday, ARY News reported, citing police. 

As per details, the firing incident took place in the court of the additional sessions judge Kalorkot, Bakhar. Two people opened fire at the rival group during the hearing of the case, the police said.

The injured were rushed to the hospital in critical condition, while two armed men were taken into custody on the court premises, the police said.

The police suspect old enmity behind the incident. Further probe is launched.

MEXICO CITY: Mexican authorities found 129 migrants packed into the back of a cargo truck, the National Institute of Migration said on Saturday.

The “migrants from Guatemala, Honduras, El Salvador and India” were discovered on Friday night in the eastern state of Veracruz, it said in a statement.

Mexico is in the middle of a heat wave that has killed at least eight people.

The truck full of migrants was found in the town of Sayula de Aleman, where temperatures are forecast to hit 44 degrees Celsius (111 degrees Fahrenheit) on Sunday, according to the National Meteorological Service.

The migration institute said 51 migrants from Guatemala were returned to that country.

Another 19 unaccompanied minors from Guatemala and Honduras were transferred to a special shelter and the rest were transferred to a migration station.

Thousands of migrants, many fleeing poverty and violence in their own countries, cross Mexico daily hoping to reach the United States.

Along the way they often fall victim to organized crime gangs or human traffickers.

More than 2,100 migrants were abducted in Mexico last year, according to the National Institute of Migration.

Benazir Income Support Programme (BISP) has announced releasing the fourth quarterly tranche of Benazir Kafaalat cash assistance from tomorrow (Monday).

According to a press release issued here, the fourth quarterly tranche will be Rs 9000 per beneficiary, after 25 increase, which was announced by the federal government early this year.

In addition to Benazir Kafaalat cash assistance, Benazir Taleemi Wazaif stipend’s instalment of January to March is also being disbursed to 6.7 million school-going students, having at least 70 per cent attendance at schools, who are registered under Benazir Taleemi Wazaif, the press release added.

Around Rs 81 billion will be disbursed among nine million beneficiary families of Benazir Kafaalat cash assistance, while another Rs16 billion will disbursed among 6.7 million beneficiaries of Taleemi Wazaif, the press release added.

Federal Minister for Poverty Alleviation and Social Safety and Chairperson BISP, Shazia Marri, in her message, has called upon the registered beneficiaries to receive the full amount of Rs.9000 along with the receipt of payment.

She has directed the concerned officials to ensure transparency through strict monitoring and vigilance.

She said that monitoring teams have to watch and supervise the cash disbursement process and ensure stern action against any complaint of leakage or deduction from beneficiaries’ precious cash assistance.

She stressed that the beneficiaries should receive their entire amount of Rs. 9000/- plus a stipend of Benazir Taleemi Wazaif according to gender or education level of their child.

She also emphasized the beneficiaries demand a receipt of their payment and to count and check their cash before leaving the POS desk.

New truce between Sudan's warring generals takes effect

A fresh ceasefire took effect in Sudan on Sunday after intense fighting that saw deadly air strikes in Khartoum and an exodus of wounded over the border into Chad.

The army, commanded by Abdel Fattah al-Burhan, has since April 15 been battling the paramilitary Rapid Support Forces (RSF), headed by his former deputy Mohamed Hamdan Daglo, after the two fell out in a power struggle.

Multiple truces have been agreed and broken during the conflict, including after the United States slapped sanctions on both generals following the collapse of a previous ceasefire attempt at the end of May.

“The Kingdom of Saudi Arabia and United States of America announce the agreement of representatives of the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) on a ceasefire throughout Sudan for a period of 72 hours,” a Saudi foreign ministry statement said late Saturday.

The ceasefire was to take effect at 6:00 am (0400 GMT) on Sunday, the mediators said, adding the two sides had agreed to refrain from attacks and allow freedom of movement and the delivery of humanitarian aid.

One hour into the truce, witnesses in Khartoum said the situation was “calm”.

“We want a full ceasefire,” Sami Omar, who lives in Khartoum’s twin city of Omdurman, told AFP.

“A truce is not sufficient for us to return to our lives. They may stop fighting, but the RSF will not leave the homes (they occupy) and passing through checkpoints is just as difficult.”

Both sides had pledged to respect the truce in separate statements on Saturday night.

The army said “despite our commitment to the ceasefire, we will respond decisively to any violations the rebels commit” during the ceasefire.

RSF vowed to “honour our commitment to a comprehensive cessation of hostilities… with the primary aim of facilitating the delivery of vital humanitarian assistance to civilians”.

Intensifying air strikes

Before the latest truce, witnesses said air strikes had intensified in the capital in the past few days.

On Saturday, warplanes struck residential districts of Khartoum, killing “17 civilians, including five children”, according to a citizens’ support committee. AFP was unable to independently confirm the figures.

Residents had earlier reported air strikes around the city’s southern Yarmouk district — home to a weapons manufacturing and arms depot complex where the RSF claimed “full control” in early June.

Since battles began, the death toll across the country has topped 2,000, the Armed Conflict Location and Event Data Project said.

A record 25 million people — more than half Sudan’s population — need aid, the United Nations says.

‘Ominous reminder’

Hundreds of kilometres (miles) west of Khartoum, as many as 1,100 people have been killed in the West Darfur state capital of El Geneina, according to the US State Department.

Medics in Chad said Saturday they were overwhelmed by the hundreds of wounded fleeing Sudan’s Darfur region, which has become an increasing focus of global concern.

The dead have included West Darfur governor Khamis Abdullah Abakar, killed after he criticised the paramilitaries in a Wednesday television interview. The RSF denied responsibility.

“We are overwhelmed in the operating theatre. We urgently need more beds and more staff,” said Seybou Diarra, a physician and project coordinator for Doctors Without Borders (MSF) in Adre, Chad.

More than 600 patients, most with gunshot wounds, arrived at the facility over a three-day period — more than half of them on Friday, it said.

Claire Nicolet, MSF’s head of emergency programmes, cited “reports of intensifying and large-scale attacks this week”.

According to the International Organization for Migration, at least 149,000 people have fled from Darfur into Chad.

They are among the roughly 2.2 million people uprooted nationwide by the fighting, which has forced more than 528,000 to seek refuge in neighbouring countries, the IOM said.

On Thursday, the US State Department attributed the atrocities in Darfur “primarily” to the RSF and said the violence and alleged rights violations were an “ominous reminder” of the region’s previous genocide.

A years-long war in Darfur began in 2003 with a rebel uprising that prompted then-strongman Omar al-Bashir to unleash the Janjaweed militia, whose actions led to international charges of genocide, war crimes and crimes against humanity.

The RSF have their origins in the Janjaweed.

MONTREAL: Canada’s Supreme Court on Friday upheld an immigration agreement that allows authorities to bar asylum seekers from entering the country from the United States.

The Safe Third Country Agreement, which came into effect in 2004, says that asylum seekers must make their application in the first safe country in which they arrived once they left their country of origin.

The judges unanimously ruled that the accord did “not infringe refugee claimants’ rights to liberty and security.”

In July 2020, a Federal Court judge invalidated the agreement, ruling that it violated the Canadian Charter of Rights and Freedoms because those returned to the US faced poor detention conditions.

Advocacy groups challenged the constitutionality of the agreement on behalf of claimants, including an Ethiopian woman who was held in solitary confinement for a week in a US detention center after being removed by Canadian authorities.

Even if asylum seekers “face real and not speculative risks of refoulement from the United States, the Canadian legislative scheme provides safety valves that guard against such risks,” Judge Nicholas Kasirer found in Friday’s decision.

However, the Federal Court should re-examine the policy for women asylum seekers who “fear persecution on the basis of their gender,” the Supreme Court said.

“For many refugees, in particular those who identify as women and are from the LGBTQIA+ communities, the US is not a safe country,” the Canadian Civil Liberties Association (CCLA) said.

They face risk of being placed in “arbitrary detention and solitary confinement in the US, and then being returned to a country where they face persecution, torture or death.”

Amnesty International Canada called on Ottawa to withdraw from the agreement as soon as possible.

“The Safe Third Country Agreement does push refugees, particularly those fleeing gender-based persecution, at serious risk of refoulement,” Secretary General Ketty Nivyabandi said at a press briefing.

Since March, migrants can be turned back across the entire border between the two countries.

Previously, the agreement did not apply to asylum seekers arriving in Canada outside official ports of entry such as Roxham Road, south of Montreal.

In 2022, 40,000 migrants arrived from the United States via this crossing.

Earlier to this Federal Investigation Agency (FIA) Commercial Banking Circle Islamabad has raided an illegal money changer in Gujar Khan city and seized over Rs900 million local and foreign currencies in cash, ARY News reported on Tuesday.

According to the FIA, the employees of a legal currency exchange ‘Easy Exchange’ were found involved in illegal currency trade. The employees were allegedly selling foreign currencies on illegal counters established at another locality.

The FIA spokesperson said that a cashier of Easy Exchange namely Abdul Basir was illegally running the counter, whereas, another employee was busy doing out-of-book illegal activity after closing the system of the currency exchange on Sunday.

The confiscated foreign currencies including US dollars, British Pounds, Euros, Malaysian Ringgits, Qatari Riyals and others. Moreover, the FIA also seized the out-of-book currency from the branch of the money changer.

In February, the concerned authorities had adopted a new mechanism for seized foreign currencies. The seized foreign currency will be deposited into the government bank account by the law enforcement agencies (LEAs).

THATTA/UMERKOT: Parts of Thatta and Umerkot receiving periodic heavy showers under the influence of cyclone Biparjoy, which rammed the Indian coast on Thursday evening, ARY News reported. 

As per details, Keti Bandar, Sajjan Wari, Ghora Baari, Garho, Kharochaan, Mirpur Sakro, Gharo, Gujjo, Ghulamullah and other parts of Thatta receiving heavy showers under Biparjoy’s influence.

In Umerkot, Kunri, Pithoro, Samaro, Dhoro Naro, Shadi Palli, Khokhrapar and other parts are receiving periodic heavy showers.

The heavy rain has brought the temperature down in Umerkot and Thatta.

Earlier, the National Disaster Management Authority (NDMA) said that cyclone Biparjoy has completed landfall on the Indian Gujarat coast and is currently 125 km southwest of Thatta’s Keti Bandar.

The storm is expected to weaken first to a cyclonic storm and then to a depression by today’s evening, the NDMA said.

“It is expected to move north-eastward and weaken into a cyclonic storm by morning 16 June and further weaken into a depression by evening 16 June,” the NDMA said.

KARACHI: Pakistan Meteorological Department (PMD) Chief Meteorologist Dr Sardar Sarfaraz said on Friday that Karachi is likely to receive light to moderate rainfall in the next 24 hours as Cyclone Biparjoy weakened into a “severe cyclonic storm” after making landfall in India’s Gujarat.

In a fresh update, the PMD said that Very Severe Cyclonic Storm (VSCS) Biparjoy over northeast Arabian Sea after crossing the Indian Gujarat coast (near Jakhau port) has weakened into a Severe Cyclonic Storm (SCS) and lies near Latitude 23.8°N & Longitude 69.4°E at a distance of 200km east-southeast of Keti Bandar, 180km southeast of Thatta & 270km east of Karachi.

“The system is likely to weaken further into a Cyclonic Storm (CS) by today noon and subsequently into a Depression by today evening,” the PMD said.

It further said that widespread rain-thunderstorm with some heavy/very heavy falls accompanied with squally winds of 80- 100Km/hour likely in Sujawal, Badin, Tharparker, & Umerkot districts; while, heavy falls in Thatta & Mirpurkhas districts today and tomorrow.

“Dust/thunderstorm-rain with few moderate falls and accompanied with gusty winds of 30-50 Km/hour likely in Karachi, Hyderabad, Tando Muhammad Khan, Tando Allayar, Shaheed Benazirabad & Sanghar districts today.

“Squally winds may cause damage to loose & vulnerable structures (Kutcha houses) in Thatta, Sujawal, Badin, Tharparker and Umerkot districts.”

The met department said that sea conditions along Sindh-Makran coast are likely to be rough/ very rough (with 2 meter tide).

Fishermen are advised not to venture in open sea till the system is over by 17 June.

Prime Minister Muhammad Shehbaz Sharif reached Baku on a two-day official visit to Azerbaijan and will meet President Ilham Aliyev on Thursday, ARY News reported.

The Prime Minister Shehbaz Sharif arrived here on a two-day official visit to Azerbaijan on the invitation of President Ilham Aliyev.

Shehbaz Sharif also visited the tomb of Heydar Aliyev, a national leader of Azerbaijan and lay a wreath. He will also pay a visit to the martyrs monument.

The prime minister will meet President Ilham Aliyev and both the leaders will later talk to the media.

A delegation of Azerbaijan ministers will also call on the prime minister to discuss the bilateral cooperation between the two countries in trade and energy sectors.

RAWALPINDI: Anti-Narcotics Force (ANF) conducted a successful operation seizing more than 184 kilograms of drugs, leading to the arrest of five individuals, ARY News reported on Thursday.

The anti narcotic officials has initiated large scale operations against drug trafficking in different cities of the country. In all these operations, more than 184 kilograms of narcotics were recovered, and five suspects, including two Afghan nationals, have been apprehended.

As per ANF spokesperson, the first operation was conducted near the Islamabad Motorway Toll Plaza where 22.8 kilograms of heroin were recovered from a vehicle. The heroin was concealed inside the CNG cylinder installed in the car. During this operation, a resident of Peshawar was arrested.

In another operation at GT Road near the Sangjani Toll Plaza, two kilograms of heroin and two kilograms of ICE (Methamphetamine) were seized from a vehicle hidden under the secret compartments of car bumper, leading to arrest two Afghan nationals traveling in the car.

During an operation on Hub River Road in Karachi, 22 kilograms of charas (hashish) were recovered from a parcel in a passenger bus. The parcel was booked from Chaman to Karachi.

Moreover, on the Ring Road in Peshawar, 32.4 kilograms of charas were seized from a truck. A resident of Khyber was arrested while attempting to smuggle narcotics from Bara to Karachi. Additionally, nine kilograms of charas were recovered, which were also hidden in Bara.

In another operation near the Sahiwal Interchange in Faisalabad, 70.8 kilograms of charas and 22.8 kilograms of opium were seized from a vehicle. The car had government number plates and was being used for drug smuggling. The resident of Peshawar traveling in the car was taken into custody by the authorities.

The ANF officials have stated that cases have been registered against all the suspects under the Control of Narcotics Substances Act, and further investigations have been initiated.

ATHENS: Greece’s coastguard said Wednesday that 80 migrants had been rescued after their boat capsized and sank in international waters off the southwestern Peloponnese coast.

Strong winds were complicating efforts, which also included a Greek navy frigate, an army plane and helicopter as well as six other boats in the area.

“Since very early Wednesday, an extensive rescue operation is underway off Pylos, after a fishing boat capsized with a large number of migrants onboard,” the coastguard said in a statement.

A spokeswoman later confirmed that “so far 80 migrants have been picked up in the water and will be transferred to the port of Kalamata”.

The coastguard said a surveillance plane with Europe’s Frontex agency had spotted the boat Tuesday afternoon, but the passengers “refused any help”.

Greece along with Italy and Spain have long been the main destinations for the tens of thousands of people seeking to reach the Europe from Africa and the Middle East.

Authorities said it appeared the migrants had departed from Libya and were heading for Italy.

Also Wednesday, Greece’s port police said a sailboat in distress carrying abound 80 migrants off Crete was rescued by a coastguard patrol and towed to port.

Greece is also facing an increase of crossing attempts from Turkey on southern routes near the Cyclades islands and toward the Peloponnese peninsula, hoping to avoid patrols in the northern Aegean Sea.

Rescue operations are common, but last month the Greek government come under international pressure over video footage reportedly showing the forceful expulsion of migrants who were set adrift at sea.

Greece and other EU member states on the south and southeastern rim of the bloc say they are being unfairly tasked with managing arrivals of undocumented migrants.
